The coming EU 24-hour advanced manifest rule: how to be prepared and avoid disruption
Original Broadcast: November 11, 2010 |
|
On January, 1, 2011, the European Union will implement its version of the "24-hour rule" under which carriers must file manifests to European customs authorities 24 hours prior to the vessel's departure from the foreign port. Like in the U.S. the rule will have broad-reaching impact on carriers, shippers and 3PLs. A major issue is that the rule will be implemented individually by customs agencies in 27 EU member states. To avoid penalties, carriers will be legally responsible for filing Entry Summary Declarations no later than 24 hours before the vessel's departure. Since declarations need to be filed for all goods arriving in European ports, knowledge of these changes and how to navigate around them is essential for shippers, NVOCCs, 3PLs, terminals and others.
This webcast will address the following topics:
Lars Kjaer, is Senior Vice President of the World Shipping Council who currently manages the Council's activities in Europe. Kjaer has been with the World Shipping Council since its inception, is based in Brussels, Belgium, where he works closely with the European Community in the pursuit of its supply chain and cargo security policies. Michael Lux, is head of the Customs Procedures unit of the Directorate of the European Commission. He has headed the Economic Tariff Questions, Common Custom Tariffs and Customs Legislation units, and in each of his different posts, has launched various modernization issues such as the creation of an electronic interface for TARIC. Joseph Bonney is an Editor for the Journal of Commerce, Moderator This webcast will be presented live November 11, 2010 - 11:00AM to 12:00PM EST. The Shipping Act of 2010: A discussion on potential issues and ramifications for shippers and the industry
Original Broadcast: October 27, 2010 |
|
![]() In this webcast, Bruce Carlton of NITL and Chris Koch of the World Shipping Council, two leading figures in the ocean shipping regulatory, will discuss the The Shipping Act of 2010, the potential issues that the bill may cause and the ramifications for shippers and the container shipping industry in the U.S.
The Shipping Act of 2010, introduced on Sept. 22 by House Transportation Committee Chairman James Oberstar, would, if passed, usher in a significantly new regulatory regime applying to liner shipping. Arising out of the space shortages and rate volatility during 2010, the bill (1) eliminates anti-trust immunity for rate discussion and places restrictions on vessel-sharing agreement that some believe would all but bar VSAs from operating in the U.S. Trades; (2) expands tariff filing requirements and would authorize substantial new powers to the Federal Maritime Commission, including giving it a role in approving liner company mergers and acquisitions and creating a new Office of Dispute Resolution and Customer Advocate; and (3) creates an 18-member private sector Ocean Shipping Advisory Committee with a 5-year term. Participants Include: Bruce Carlton, President & CEO, The National Industrial Transportation League Chris Koch, President and CEO, World Shipping Council Peter Tirschwell, Vice President for Strategy, The Journal of Commerce/UBM Global Trade, Moderator For questions, please contact Mina Patel, 516-589-0229 or webcasts@joc.com ![]() |

Current ocean and intermodal rates are favorable, as are transit times. Hear what expert speakers discussed – using specific examples – on why West Coast routings for cargo headed into the interior U.S. makes abundant sense right now in many situations as it relates to the current environment. |
